Destructive fishing practices such as electrofishing, fishing with cyanide, toxic substances, and explosives, and harvesting clams with dredging and suction devices are prohibited under the Fisheries Protection Ordinance. Maximum penalties include a fine of $200,000 (about US$25,000) and imprisonment for 6 months.

Both the Hong Kong Police and the Agriculture, Fisheries and Conservation Department patrol the Hong Kong waters to combat destructive fishing practices.

The Hong Kong Import and Exports Classification List for live marine fish has been refined to improve the quality of statistics for monitoring of live marine fish trade.

Public education and publicity activities are organized to promulgate fisheries resources and coral reef conservation messages to fishermen and the general public to arouse their awareness and to solicit their support for fisheries conservation.
